Jaxtr offers VoIP calls without web access

Tools

Jaxtr users can now access the low-cost VoIP provider's service directly from landlines and mobile phones without Internet access. The service, Jaxtr-on-the-go, allows users to dial a toll-free local access number, which then lets them call out on Jaxtr's low rate plan or send a SMS message to the call recipient, who then can call back to the local access number.

Jaxtr has more than 150 of these local access line available for users globally, with most concentrated in metro areas, according to the company.

The outbound call directly to the person you're trying to reach sounds simple enough, but the SMS avenue seems relatively complicated compared to other VoIP options.
